    Can you give a sentence? From what I can find it seems like it can mean something like 'to the limit', 'busy' or 'tight' depending on context.

    The definition I saw

    seems to suggest it's more a bit more superlative than 'busy' or 'tight'. Maybe ''with utmost effort', 'intensely busy' or 'bursting at the seams.'

    Example -
    The [other] isde is ぱつぱつです.
    There is a guy who is visiting the 'other' side and is reporting back with the current situation.
