Meaning: 「かくあってほしい」という願望に基づいて机上で作戦を立案した

My question is what does 「かくあってほしい」 mean? I might not understand it from a grammar perspective as I look at it.
What does かく mean? I understand that あってほしい means that somebody wants it to be that way or wants that thing.

With kanji: 斯く
こうあってほしい would have a similar meaning.
e.g. in this context, they're talking about someone not going to see the actual situation, ignoring information they don't like, and basing their tactics on how they want things to be.
